Peacefully Saturday, March 30, 2024, at Beach Grove Home, Charlottetown, Janet Marie Phelan (Smallwood) passed away, one day short of her 80th birthday, March 31, 1944. Loving mother to Alan (Margie), Brian (Darlene), Wayne (Shiho) and Karen Cooper (Craig). Dear grandmother of Dalbert Livingstone; Shion, Tyler, Leo and Sophie Phelan; Megan and Maddy Phelan; Lyn and Nolan Cooper. Great-grandmother to Ty and Wade Livingstone. Beloved sister to Arlene Mamye, Shirley Hughes, Marjorie Gyurus, Diane Smallwood, Ralph, Joe, Teddy, Henry, Jimmy and David Smallwood. Janet was predeceased by her parents Sheldon and Annie (Kelly) Smallwood and her loving husband Constable William “Billy” Phelan. Janet’s radiant smile, remarkable laugh and upbeat spirit is remembered by those who knew her well. A Saturday night hoedown, card game with friends and family and a full glass of wine nearby will forever remain symbols of her presence. Resting at Hillsboro Funeral Home from where visiting hours will be held Tuesday, April 2nd from 4-7 p.m. A funeral Mass will be held at Our Lady of Assumption Church in Stratford on Wednesday, April 3rd at 10:30 a.m. Interment will take place later at the Roman Catholic Cemetery, Charlottetown.
